Places should only be confirmed after assessment and agreement that OSASERE can safely meet the person’s needs.
The regulatory position depends on the actual service delivered, not simply the name “SEN Centre”.
The pilot should remain clearly defined as community activity / short-break style provision unless professional advice confirms a broader scope.
OSASERE will not add personal care, treatment, supported living or full-time education simply because demand exists. Written scope advice should come first, alongside appropriate staffing, insurance, policies and pricing.
